TEACHING and EDUCATION
In over thirty years of heavy industrial and commercial construction
and claims work, I have gained experience in virtually all aspects of construction, including earthwork, utilities, concrete, structural,
mechanical and electrical systems, and interior finish work.
For the past fifteen years I have been working as a consultant
representing owners, designers, general contractors and
subcontractors, including both public and private entities. As the
Principal of Powell Consulting Inc., I have assisted clients with
construction project management and litigation support relating to
equitable settlements and claim presentation. I have prepared,
analyzed, and responded to construction claims for impact, cost, delay,
and productivity.
My experience includes evaluation of projects impacted by bid errors
and omissions, defective specifications, unforeseen conditions, wrongful termination, owner-directed changes, problems caused by the architect
or engineer, inefficiencies caused by the contractor, compression and acceleration, and weather-related impacts. I am expert in scheduling
systems, including Microsoft Project and Primavera P3, P5, P6,
Contractor, and SureTrak.
I have served as an expert witness in construction scheduling, means
and methods, and productivity through affidavit, deposition and oral testimony. I have testified in cases before mediators, arbitrators and
courts in Washington, Oregon, California and Nevada.
Prior to working as a claims consultant and construction manager, I
spent over fifteen years working for general contractors as a field
engineer, project engineer, project control manager, and project
manager. This field experience provides valuable perspective when analyzing projects or claims.
